South Korea, US agree to share information on nuclear planning, operations
한미, 핵 계획•운영에 대한 정보 공유 합의

WASHINGTON, D.C. ― Presidents Yoon Suk Yeol and Joe Biden agreed Wednesday (local time) that the two countries will have immediate bilateral presidential consultations in case of a North Korea nuclear attack, and promised a swift response using all capable assets of the alliance, including U.S. nuclear weapons.
워싱턴 D.C. ― 윤석열 대통령과 조 바이든 미 대통령이 26일(현지 시간) 북한의 핵공격이 발생할 경우 양국이 즉각적인 정상 간 협의를 갖기로 합의하고 미국의 핵무기를 포함해 동맹의 모든 전력을 사용한 신속한 대응을 약속했다.
The agreement came after Yoon and Biden held a summit at the White House, on the occasion of the South Korean leader's state visit to the United States. As a result of the summit, the leaders announced the Washington Declaration, which contained a detailed blueprint of how Washington will deter Pyongyang's nuclear ambitions.
이번 합의는 윤 대통령의 미국 국빈 방문을 계기로 윤 대통령과 바이든 미 대통령이 백악관에서 정상회담을 한 뒤 이뤄졌다. 정상회담 결과, 양국 정상은 미국이 북한의 핵 야망을 억제할 방법에 대한 상세한 청사진이 담긴 ‘워싱턴 선언'을 발표했다.
"Our two leaders have decided to significantly strengthen extended deterrence of our two countries against North Korea's nuclear and missile threats, so that we can achieve peace through the superiority of overwhelming forces, not a false peace based on the goodwill of the other side," Yoon said during a joint press conference.
윤 대통령은 공동 기자회견에서 "우리 두 정상은 북한의 핵•미사일 위협에 직면해 상대방의 선의에 기대는 가짜 평화가 아닌 압도적인 힘의 우위를 통한 평화를 달성하기 위해 양국 간 확장억제를 획기적으로 강화하기로 했다"고 밝혔다.
"Our two countries have agreed to hold immediate bilateral presidential consultations in the event of a North Korea nuclear attack and promised to respond swiftly, overwhelmingly and decisively using the full force of the alliance, including the United States' nuclear weapons."
"한미 양국은 북한의 핵공격 시 즉각적인 정상 간 협의를 갖고, 이를 통해 미국의 핵무기를 포함하여 동맹의 모든 전력을 사용한 신속하고, 압도적이며, 결정적인 대응을 취하기로 약속했다."
Such promises were made in the Washington Declaration, the latest document concerning the two countries' strengthened mutual defense relationship through extended deterrence. Extended deterrence refers to a U.S. commitment to protect its allies by threatening to choose a nuclear response in the event of an attack on them.
이러한 약속은 ‘워싱턴 선언'에서 확장억제를 통해 양국의 상호 방위관계를 강화한다는 내용으로 이뤄졌다. 확장억제는 동맹국에 대한 공격이 발생할 경우 핵 대응을 선택하겠다는 위협을 통해 동맹국을 보호한다는 미국의 약속을 가리킨다.
Under the declaration, a new Nuclear Consultative Group (NCG) between South Korea and the U.S. will be established, and it will strengthen extended deterrence, discuss nuclear and strategic planning, and manage the threat to the nonproliferation regime posed by the North.
‘워싱턴 선언'에 따라 한미 간 새 ‘핵협의그룹(NCG)'이 설립될 예정이며, 이를 통해 확장 억제력을 강화하고, 핵 및 전략 계획을 논의하며, 비확산 체제에 대한 북한의 위협을 관리하게 된다.
