정부와 은행, 피해자 주택 경매 잠정 연기

Following a recent series of suicides by victims of large-scale housing rental scams in Incheon, government ministries as well as the banking industry are working on drawing up measures to support the victims and prevent similar scams.
최근 인천에서 발생한 대규모 임대차 사기 피해자들의 자살이 잇따르자 정부 부처와 은행권은 피해자들을 지원하고 유사 사기를 예방하기 위한 대책을 마련하고 있다.

Yet, controversies remain over what would be the optimal solution to address the problem.
그러나 문제를 해결하기 위한 최적의 솔루션이 무엇인지에 대해서는 논란이 남아 있다.

Korea uses a unique type of housing rental system, in which a tenant pays a large lump-sum deposit to a landlord at the beginning of the lease term, instead of monthly rent.
한국은 월세 대신 임차인이 입주 초기에 집주인에게 거액의 보증금을 일시불로 지급하는 독특한 형태의 임대차 제도를 시행하고 있다.

The deposit, known as "jeonse," is returned when the tenant moves out.
"전세"라고 하는 보증금은 세입자가 나갈 때 반환된다.

As jeonse deposits are usually priced at about 50 percent to even 90 percent of a home's market value, the embezzlement of jeonse deposits wreaks havoc on the tenants, due to the large amount of money involved.
전세 보증금은 보통 집 시세의 50~90% 수준이기 때문에 전세금을 횡령하면 거액의 돈이 개입돼 세입자에게 큰 피해를 준다.

Financial authorities, both the Financial Services Commission (FSC) and the Financial Supervisory Service (FSS), have been holding emergency meetings with the key executives of five major banks, as President Yoon Suk Yeol called for a thorough review of government policies to support the scam victims earlier this week.
금융위와 금융감독원은 윤석열 대통령이 이번 주 초 전세 사기 피해자들을 지원하기 위해 정부 정책에 대한 철저한 재검토를 촉구함에 따라 5대 은행 주요 경영진과 긴급 회의를 진행하고 있다.

"Jeonse scams are crimes that target the vulnerable of society, and victims of these tragic schemes are mostly young people who are the future of the country," President Yoon said during Tuesday's cabinet meeting.
윤 대통령은 이날 국무회의에서 "전세 사기는 사회 취약계층을 대상으로 한 범죄로, 비극적인 수법의 피해자는 대부분 국가의 미래인 청년들"이라고 말했다.

Calling on the government to crack down on rental scams, the president also urged the suspension of ongoing auctions of the homes connected to the scams.
정부에 임대 사기를 단속할 것을 촉구하면서 대통령은 또한 사기와 관련된 주택에 대한 진행 중인 경매를 중단할 것을 촉구했다.

With swindlers pocketing tenants' lump-sum deposits, banks and credit guarantee institutions have been enforcing auctions of the homes of victims who lost their deposits.
사기꾼들이 세입자의 전세 보증금을 빼돌리자 은행과 신용보증기관은 전세금을 잃은 피해자들의 집을 경매에 부쳤다.
