A growing number of young public servants are quitting their jobs, a rush brought on and fanned by discontent over their remuneration packages falling far short of their peers, in the private sector, according to market watchers, Tuesday.
점점 더 많은 청년 공무원이 민간 부문에서 일하는 또래에 훨씬 못 미치는 보수와 처우에 대한 불만 때문에 공직을 떠나고 있다고 화요일 시장 연구가들은 말했다.


The once much sought-after positions due to their high job security are losing their appeal, due in large part to the seniority-based pay structure that doesn't reflect a person's performance. Such young, ambitious working people say their efforts to create meaningful change are more often than not sidelined and met by cynicism, prevalent in state-run organizations, where competition and change are not in any way encouraged or appreciated.
높은 직업 안정성으로 한때 인기를 누렸던 공직은 개인의 능력을 반영하지 않는 연공서열 기반 급여 구조로 인해 매력을 잃고 있다. 젊고 의욕 있는 청년 공무원들은 유의미한 변화를 만들려는 본인들의 노력이 종종 무시당하며 경쟁과 변화가 장려되지도, 이해되지도 않는 공직에 만연한 냉소주의에 부딪친다고 말한다.


Further accelerating the collective rush is their dismal annual wage increase of around just 1 percent, a figure far below the current inflation rate of over 6 percent and completely unacceptable for many entry-level public servants whose monthly pay is already lower than minimum wage.
집단적 탈출을 더욱 가속화하는 약 1%의 암울한 연간 임금 인상률은 현재 6%가 넘는 물가 상승률보다 훨씬 낮은 수치이며, 월 급여가 이미 최저 임금보다 낮은 다수의 신규 공무원에게는 받아들이기 힘든 수치다.


The Korean Government Employees' Union and the Federation of Public Officials Unions, Korea's two largest unions representing the interests of public servants, said they will continue to hold rallies until their demands for the 7 percent wage increase are met.
공직자의 이익을 대변하는 한국의 양대 노동조합인 전국공무원노동조합(전공노)과 공무원노동조합총연맹(공노총)은 7%의 임금인상 요구가 받아들여질 때까지 집회를 계속할 것이라고 밝혔다.


The Ministry of Interior and Safety had offered a rate of between 1.7 percent and 2.9 percent but the figure was set at 1.7 percent for low-level public servants, Aug. 30. The rate froze for middle to senior-level figures. Ministers and vice ministers will have their pay cut by 10 percent. Prime Minister Han Duck-soo said the lower-than-expected income should be tolerated by the country's public servants, as part of austerity measures put in place by the Yoon Suk-yeol administration seeking to bolster fiscal soundness.
지난 8월 30일 행정안전부는 1.7~2.9%의 임금 인상률을 제시했지만 낮은 직급 공무원의 임금은 1.7% 인상으로 결정되었다. 중간 및 고위급의 임금은 동결되었다. 장·차관급 고위 공무원의 보수는 10% 삭감된다. 한덕수 국무총리는 재정 건전성 강화를 위해 윤석열 정부가 시행하는 긴축 조치의 일환으로 공무원이 기대보다 낮은 소득을 감내해야 한다고 말했다.


Data from the two unions showed the number of public servants with work experience of five years or less exceeded 10,000, last year, doubling from four years earlier. The competition rate for the lowest public servant positions came to 29:1, a significant drop from 100:1 three decades ago.
두 노동조합의 자료에 따르면 지난해 경력 5년 이하 공무원 수는 1만 명을 넘어 4년 전보다 2배 늘었다. 9급 공무원 경쟁률은 29대 1로 30년 전 100대 1이었던 것에 비해 크게 떨어졌다.

최저 임금보다 낮은 보수


"My monthly pay is less than that of minimum wage workers. Can you believe it? Because I can't," said a man surnamed Jeong, 29, an entry-level public servant working at a state-run organization outside of the Seoul region.
서울 외 지역 국가기관에서 일하는 신규 공무원 정 씨(29)는 "내 월급은 최저임금에도 못 미친다. 이게 믿기나? 난 안 믿긴다"고 말했다.
