[INTERVIEW] Iranian ambassador urges Korea to release frozen funds

Korea's relations with Iran have been stuck for many years over Iran's frozen assets in Korea.
지난 몇 년 동안 한국 내 이란 자금이 동결되면서 한국과 이란의 관계는 교착 상태에 머물러 있다.

Iran Ambassador to Korea Saeed Badamchi Shabestari has stepped up diplomatic efforts to bring bilateral ties back to the days when the two nations considered each other good economic partners. He thinks the timing is perfect for a fresh new start as South Korea has a new president, Yoon Suk-yeol, who took office on May 10.
사이드 바담치 샤베스타리 주한 이란대사는 한국과 이란이 서로를 좋은 경제적 동반자로 고려했던 쌍방의 유대관계를 되돌리는 외교적 노력을 하기 위해 발벗고 나섰다. 그는 5월 10일 윤석열 대통령이 취임한 지금이 새로운 시작을 위한 완벽한 시기라고 생각했다.

"I had chances to visit Korea a few times before my term as Iranian ambassador here. For me, Korea was a friendly and beautiful country with kind people," Shabestari said during an interview with The Korea Times at the Iran Embassy in Seoul on Wednesday.
수요일 서울에 위치한 주한 이란대사관에서 진행한 코리아타임스와의 인터뷰에서 사베스타리 대사는 "주한 이란대사로서 임기를 시작하기 전 한국에 몇 번 방문할 기회가 있었다. 나에게 한국은 친절한 사람들이 있는 친근하고 아름다운 국가이다"라고 전했다.

Shabestari, an expert on East Asia who has spent over 26 years of his diplomatic career in East Asia or related departments, said Korea-Iran relations date back over 1,000 years.
26년의 외교적 경력을 동아시아 및 유관부서에서 쌓아온 동아시아 전문가 샤베스타리 대사는 한국과 이란의 관계가 1000년 전으로 거슬러 올라간다고 말했다.

"In the Iranian epic 'Kushnameh,' there is a story of a Persian prince coming to the Silla Kingdom and marrying a Silla princess. The Iranian government and people respect Korea and think of Korea as a friendly country to Iran," he said.
샤베스타리 대사는 "이란의 서사시 ‘쿠쉬나메'에는 신라에 방문한 페르시안 왕자가 신라의 공주와 결혼하는 이야기가 나온다. 이란 정부와 국민은 한국을 존중하며 한국을 이란에 우호적인 국가라고 생각한다"고 덧붙였다.

Shabestari's term in Korea began in October 2018, when Korean-Iran relations entered into tricky times as Korea had frozen $7 billion in Iranian assets in Korean banks under U.S. sanctions.
샤베스타리 대사는 미국의 제재 하에 한국 내 은행에 있는 이란의 자금 70억을 동결시켜 한국과 이란의 관계가 곤란해졌던 2018년 10월에 국내 임기를 시작했다.

Seoul suspended accounts of the Central Bank of Iran at the Industrial Bank of Korea and Woori Bank, which had been used to receive payments for Iranian oil. The accounts were won-denominated to avoid the U.S. sanctions on Iran, and Iran used the Korean accounts to pay for the import of non-sanction products from Korea and other humanitarian items exempt from sanctions.
한국은 이란의 석유 수출 구매 자금을 지급하는데 사용하던 기업은행과 우리은행의 이란 중앙은행 명의의 계좌를 정지시켰다. 이란은 미국의 대이란 제재를 피하기 위해 원화 계좌를 개설한 한편 한국으로부터 제재 대상이 아닌 물품이나 인도주의적 품목을 수입하는데 한국 계좌를 사용했다.

"Unfortunately, Iran-Korea relations were influenced by the Trump administration's unilateral withdrawal from the nuclear deal in 2018," Shabestari said.
샤베스타리 대사는 "유감스럽게도 2018년 트럼프 전 미국 대통령 정권 시기에 핵합의에서 독자적으로 탈퇴하며 이란과 한국의 관계가 영향을 받았다"고 전했다.

"The U.S. withdrew from the negotiations and imposed illegal, inhumane sanctions on Iran, and Korea participating in the sanctions risked its bilateral relations with Iran."
"미국은 핵합의에서 탈퇴한 후 이란에 불법적이고 비인도적인 제재를 가했고, 제재에 함께한 한국은 이란과의 쌍무적 관계를 위태롭게 했다"고 덧붙였다.

Despite Tehran's repeated requests to release the frozen assets, Seoul has been maintaining its stance that it will allow Iran to reclaim its funds in Korean banks only when the U.S. sanctions on Iran are lifted. Though it is not a member of the Joint Comprehensive Plan of Action (JCPOA), Korea supports the restoration of the 2015 nuclear deal among China, France, Germany, Russia, the United Kingdom and Iran.
이란은 동결 자금 해제를 반복적으로 요구했으나 한국은 미국의 대이란 제재가 완화된 경우에만 이란의 자금 환원을 허가하겠다는 입장을 줄곧 고수했다. 한국은 이란 핵합의(JCPOA, 포괄적 공동행동계획) 당사국이 아니지만 2015년 중국, 프랑스, 독일, 러시아, 영국과 이란이 체결한 핵합의 복원을 지지했다.
